GTI Monthly Mission Brief
Tactical Concerns: The Partnership between Gangs, Extremists and Terrorists.

By Sgt. Lou Savelli, NYPD (retired)

Lou Savelli
As our borders receive more scrutiny and terrorists develop stronger partnerships with gang members, criminal adversaries become more adept at countering law enforcement and military tactics. In light of the more prevalent threat from 'homegrown' terrorists, these adversaries may even come from within our own ranks or simply have an intricate knowledge of our tactics. American gang members, foreign terrorist and domestic extremists have been excessively infiltrating the ranks of our military for decades and, to a much lesser degree, the ranks of our law enforcement community. This exposure to 'tactical' experience and knowledge lends itself to bringing enemy combatants, whether gang members, terrorists or extremists, a step closer and more capable of defeating our tactical efforts.

Over the years, I have investigated or learned about many individuals who were actually gang members, extremists or terrorists who have been privy to military and law enforcement tactical information and training. These infiltrators were able to observe military or law enforcement tactics first hand, putting them to use against us. These examples show the deadly potential posed by gangs and terrorists.

In response to numerous requests for DHS pre-approved gang / terrorism investigations training, GTI has teamed with Lou Savelli for the development and delivery of the requested curriculum. GTI is excited to work with Lou on this critically important and timely project and look forward to providing this training to agencies throughout the United States in the coming months. The initial course offerings will include both 3 and 5 day programs. Contact the GTI office at 803-259-1935 to inquire or add your name to a list of interested parties for course attendance.

Military Units - Custom Classes

Does your unit require specialized training you can't find anywhere?
Have you been dissatisfied in the past with your training provider?

I have been working with military units for the past 6 years, providing them with quality training curriculum that have been specifically designed for their units needs. If you are in search of Surveillance, Anti Terrorism Force Protection, Urban Movement, Rappel / Fast Rope, or Close Quarters Battle (CQB), I can customize any class so that it is right for you.

State and Local Law Enforcement - DHS Homeland Security Grant Programs

Does your county or parish have access to DHS funding?
Are you aware DHS funds can be used to pay for GTI classes?

As a Senior Training Coordinator with GTI since 2005, I have worked with numerous state and local law enforcement agencies as well as state administrative agency training officers, to utilize DHS Homeland Security Grants to attend our training. In some cases FY 08 monies will be expiring as early as August 2011. If you have any questions on how the funding can be accessed to attend our classes, do not hesitate to contact me directly.

Currently GTI has 6 classes listed on the DHS State Sponsored Course Catalog: Immediate Action Teams (IAT) Active Shooter, Basic SWAT, Type 3 Swat, Type 2 Swat, Type 1 Swat, and IED Awareness. All of these classes are delivered at our facility in South Carolina or can be brought to your state in a mobile training team format.

GTI's Joint Operations Center (JOC) Gains Access to Additional Assets

Through collaboration with the Barnwell, SC. Regional Airport, the JOC has gained access to multiple drop zones as well as landing and staging areas. Along with multiple HLZ's on site at the JOC, the Barnwell Airport can accommodate fixed wing aircraft as large as C-130's.

With three runways available we can now get 550 personnel on the ground in about 4 minutes.

Staging areas near the runways can hold multiple rotary wing assets and land vehicles, and can also act as a forward operating base. Runway 5/23 can be used for night operations as it is unlit, and can also be used for touch-and-go landings.

Mobile Training Teams (MTT)

GTI's Mobile Training Teams offer law enforcement / first responders / military an opportunity to receive the vital training necessary to respond to potential threats. GTI currently offers Mobile Training Teams for our training courses. Our instructors travel throughout the United States and abroad to conduct training. MTTs allow our customers to maximize their training funds by conducting training locally, utilizing local range facilities. This alleviates complicated logistic issues such as traveling with weapons and shipping ammunition.
